Financially staggering penalties were imposed on those who refused mandatory smallpox vaccinations, with bailiffs removing the furniture of those too poor to pay, even jailing them in debtors prison. Vaccine Resistance only increased, with refusenik martyrs paraded before cheering crowds.
“Concerns over vaccine safety, effectiveness and governmental infringement on personal liberty and freedom through compulsory vaccination stoked the fires of the anti-vaccination movement. People began to resist and chose to pay fines. Some even accepted imprisonment rather than allowing vaccination for themselves or their children. Thousands gathered from the city of Leicester and surrounding counties in a two mile long march of protesters through cheering crowds. “A festive atmosphere” prevailed, with music, flags and banners demanding repeal of mandatory vaccination laws. An effigy of Edward Jenner was hung from gallows, unlike his “invention” that had killed so many victims without public displays of state executions.
Men who had been imprisoned for refusing inoculation marched proudly at the head, followed by those who had been pauperized by bailiffs, pulling samples of their seized furniture and goods in wagons. Unvaccinated children were paraded past in decorated carts, banners declaring “They that are whole need not a physician; The Mothers of England demand Repeal; The Three Pillars of Vaccination- Fraud, Force and Folly.”
“Delegates from more than 60 towns” addressed the crowd and mayor in front of Town Hall. Later that year, representatives who’d imposed fines, jail and mandates were replaced with the new government aggressively opposed to mandatory vaccination laws, which were quickly abolished. Inoculation rates dropped to less than 10% in the town, (about the same as those who are “up to date” on their covid boosters).
Dire warnings as with measles mania today were made by the medical profession, that residents would “suffer greatly from a dread disease”, and their “highly flammable material would spread like wild fire on a prairie” to “decimate the population.” Doctors compared unvaccinated children to “a bag of gunpowder, which might blow up the whole school. It is the unprotected children upon whom the scourge will fall heaviest, and the surrounding areas will suffer from an epidemic.”
Instead, the “Leicester Method” relied on household quarantines of those sick with smallpox, with “thorough disinfection of their homes.” Yet, the “town has enjoyed an almost entire immunity from small pox, never having more than two or three cases in the town at one time.”
For each case treated, “the medical man and the householder are compelled under penalty to report to the Corporation”, which telephoned the small pox van. “Within a few hours, the sufferer is safely in the hospital”, the residents placed in comfortable quarters, while disinfection by trained workers was performed. “In every instance the disease has been promptly and completely stamped out at a paltry expense.”
“Antivaccinator” venom was flung around freely by medical authorities and media pundits for decades, despite Leicester’s success at lowering death rates by 32x compared to neighboring, heavily vaccinated Mold, England in 1893. They suffered less than one-third the rate of cases as Birmingham and one fourth the deaths during the 1891-94 smallpox epidemic.
Dr. Killick Millard, Minister of Health in Leicester in 1904, chastised medical scolds who continued to curse their method. “The fact that these prophecies, first made nearly twenty years ago, have been unfulfilled, is one of the strongest reasons for reexamining the question of the vaccinal condition of a community in determining small-pox incidence.”
Based on his data, “where modern methods are carried out, unvaccinated persons run less of a risk of contracting small pox, even in the presence of an epidemic.” One hundred and thirty six children under 15 yo were “attacked, inflicted largely by once vaccinated adults.”
Despite admitting “so far there has been no great disaster.”, the NY Times intoned in 1914, “we can safely predict a dreadful reckoning in England. It may be Nature’s Way of eliminating the fools who haven’t sense enough to live in modern crowds. Among the dead will be many deceived by men who were considered experts worthy of belief. They are taking a heavy responsibility on their souls.”
Mandatory smallpox vaccination ended in England in 1948, while Leicester remained a defiant outlier of antivaxxers throughout the era. There had been only two deaths from the disease in 40 years (similar to measles today), even fewer than the rapidly declining rate in the vaccinated population of the rest of Britain.
Infectious diseases of all kinds rapidly lost virulence in the 20th century, long before any “effective” vaccines were marketed, as modern sewage, plumbing, housing, transportation (less horseshit), refrigeration, hygienic food preparation and increasing wealth/decreasing work hours created real public health.
Despite two centuries of documented injuries, illness, deaths and ineffectiveness of smallpox inoculation, “it is still upheld as an exemplary vaccine to promote vaccine faith today.”
